6. Importing OSD Permissions via Excel

The IEC EMS allows NC administrators (NC Admin) to assign OSD permissions to multiple users in a single operation via the “Import Excel” feature. This allows NCs to avoid having to add rights individually.

Accessing the import from Excel feature

  1. Log in to EMS.

  2. Go to NC User Management (main menu).

  3. Click the OSD Permissions tab.

  4. Click the Import Excel button (top right of the list).

  5. When the import dialog opens, a download link is available for the template.

How do I get the template file?

  1. Click the download icon to the right of the filename (Template: osd_access_import_template.xlsx) in the dialog.

EMAIL

Email address of the user to assign the permission to.

TC/SC

The committee(s) concerned:

  • ALL for all,

OR

  • a comma-separated list, e.g.
    TC 1, TC 32/SC 32B, TC 18.

ROLE

The OSD role to assign:

  • OSD VOTER,

  • OSD MANAGER,

OR

  • OSD COMMENTER

NOTE

  • Do not modify the first row (column headers).

  • The email address must match a user from the same NC as the administrator importing the file.

  • Each row = one combination of user / committee(s) / role.

  • Only one role is allowed per row.

Importing the file once it is complete

  1. In the Import Excel dialog, click Choose File and select your file.

  2. Click Next.

  3. The EMS moves to the File Validation step and analyses the file. The EMS checks each row of the file and displays a summary:

    1. OK: the row is valid and will be imported.

    2. Error: the row contains an error and will not be imported (unless corrected).

What are the most common errors?

Error message

Likely cause

unknown email address

The email address does not match any user from your NC in the EMS.

The email field cannot be empty

A row in the file does not contain an email address.

How to fix Import Excel errors?

During the File Validation step, you can:

  • Edit the rows with errors directly in the grid (click the Edit button).

  • Click Validate Again after making corrections to re-run the validation.

  • Click Finish to import only the valid rows (error rows are skipped).

What if all rows return an "unknown email address" error?

Check that:

  • The email addresses used are the ones registered in the EMS for users in your NC.

  • You are using the template downloaded from the EMS (not another file/format).

  • You are logged in to EMS as an administrator of the correct NC.

Can I export the existing list of OSD permissions?

In the OSD Permissions tab, click Export Excel to download the full list of currently registered permissions, with any filters applied.
