What are the three OSD permissions available during commenting stages?

Permission	What they can do
OSD Commenter	Can add comments on a project document at commenting stage.
OSD Manager	Can add comments, can propose resolution for comments but cannot validate them.
OSD Voter	Can add comments, can propose resolutions on comments and must validate comments (submit to IEC or not).

At what granularity can commenting permissions be granted?

Permissions can be assigned at the below levels:

“All TC/SCs, all projects — broadest scope” = “All projects of all TCs/SCs — broadest scope”
“A single specific project — narrowest scope, explicitly indicated in the permission record.” = “Specific project(s) — narrowest scope, explicitly indicated in the permission record.”
