What are toolbar links?
The Frontend settings tab lets you add shortcut icons to the OSD toolbar, the bar visible at the top of every page when a user is working on a document. Each icon is a link to an external URL, such as your organization's support page, a documentation site, or any other resource you want to make easily accessible to your users.
To access Frontend settings, go to: Admin > Frontend settings
