No, READER access is granted automatically. Users with TC/SC document access rights on the relevant TC are granted READER status whenever the project enters a commenting stage. No action is required from NC Administrators.

What is the CDV review rule for READER access?
Users who hold the 'Revisable CDV' permission in EMS are additionally granted READER status when a project is at stage TCDV (40.00 — Translation of CDV) or TPUB (60.00 — Translation of publication). This is separate from the general commenting-stage rule.
